Application to be included in the list of promoters

Some performing artists and their technicians are exempt from the requirement for a work permit for a total period of 14 working days over a twelve-month period. A precondition is that the artist has been invited by a promoter included in the list of established promoters. The Swedish Migration Board is responsible for the list and consults with the Swedish Public Employment Service. Citizens of certain countries must nevertheless have an entry visa, see the link in the right column.
Before taking the decision about how to update the list of promoters, consultations take place with representatives from the relevant trade unions, interest groups, the relevant employer associations and the employer concerned. The Swedish Migration Board serves as chair and is the convenor for this consultation group which also includes the Swedish Public Employment Service's Culture East (Kultur Öst). The Swedish Migration Board handles all administration concerning the list of promoters.

Requirements for inclusion in the list of promoters


In order to be included in the list of promoters, the promoter must be established. The Swedish Public Employment Service and the Swedish Migration Board assess the promoter as being established when the promoter:
  • has a financially stable business with a long-term strategy
  • has at least a number of recurring arrangements with foreign artists/groups (from outside the EU/EEA) per year of operation
  • has arrangements that only take place once a year, but that repeat over several years
  • pays contractual wages or fees.

An assessment is also made of the promoter's financial situation, insurance, the issue of employer certificates etc. One precondition for making an overall assessment of a promoter's business is, in most cases, that the business has been in operation for a sufficient time to enable financial statements to have been prepared. An additional factor that affects an overall assessment is how the promoter has dealt with cases concerning work permits historically. The consultation group will, if necessary, consider information from other organisations and authorities.
 
The Swedish Migration Board and the Swedish Public Employment Service's Culture Media (Kultur Media) can remove a promoter that does not satisfy the requirements from the list of promoters.

A promoter included in the list must, each year, report the number of arrangements and number of foreign artists from countries outside the EU to the Swedish Migration Board.
 
Application
Requests to be included in the list of promoters are dealt with at the consultation group meetings twice a year.
 

Make sure your application is complete


The promoter must specify in the application:
  • company name
  • contact details and contact person
  • corporate identity number
  • the relevant genre
  • financial accounts for the last two business years
  • how often the arrangement takes place
  • how often foreign artists from countries outside the EU are employed.

Enclose

  • any collective agreements/substitute agreements with the Swedish employee organisations
  • certificate that the artist will not be staying longer than 14 working days in Sweden
  • where possible the programme schedule or similar.

Last date of application, March 9, 2012


The next application to the list of promoters must be with the Swedish Migration Board no later than March 9, 2012.

The decision on the approval/rejection is taken by the Swedish Migration Board and the Swedish Public Employment Service's Culture Media (Kultur Media). Other representatives in the consultation group do not participate in the decisions. The decision on the approval/rejection is notified in writing to the promoter.
