New regulation on where to submit an application for residence permit

In consultation with the Ministry of Foreign Affairs, the Swedish Migration Board has decided on the locations to which applicants from certain countries, which do not have a Swedish mission abroad, may submit their applications. This decision also concerns people who wish to apply for a Swedish residence permit, but who are asylum seekers in a third country. The regulation will apply as of 21 May 2010.
This decision will complement the principal rule, which stipulates that people outside Sweden who wish to submit an application for a residence permit are to submit it to a Swedish mission (embassy or consulate) in the country of origin or where he or she are permanently resident.

According to the new regulation; people who are residents in,Iraq ,Afghanistan ,Somalia ,Georgia or Azerbaijan may turn to the following Swedish missions abroad to submit their applications.

Resident in Applies in
Iraq Amman, Damascus, Tehran
Somalia Addis Abeba, Kampala, Nairobi
Georgia Kiev
Azerbajan Ankara
Afghanistan Islamabad, New Dehli, Tehran
After the Swedish mission abroad has investigated the application, it will be sent to the Swedish Migration Board for a decision.

Asylum seekers in a third country
People who wish to apply for a Swedish residence permit, but who are asylum seekers in a third country, may submit their applications to a Swedish mission abroad in the country where they are seeking asylum. These applications will be investigated by the Swedish mission abroad, and will then be sent to the Swedish Migration Board for a decision. However, this does not apply if the person has previously been seeking asylum in Sweden and has received a final decision on their application. In these cases, the applicant should first of all submit their application in their home country.
