Moving to live with a Swedish citizen

If you are a citizen of a country that is not a part of the EU and you wish to move to live with a family member in Sweden who is a Swedish citizen, you must have a residence permit.
Swedes do not count as EU citizens in this context, so therefore the EU rules do not apply in this context.
