Employing EU citizens

On this page you can find information if you want to employ someone who is not resident in Sweden and who
  • is an EU/EEA citizen
  • is a citizen of Switzerland
  • has the status of long-term resident in another EU country

EU/EEA citizen


If you employ an EU/EEA national who is not already resident in Sweden, he or she can start to work immediately. If he or she stays longer than three months in Sweden, he or she must register with the Swedish Migration Board. For registration, the EU/EEA citizen needs proof of employment from your company.
 
The proof of employment must detail both the period of employment and the work involved. The proof must be written and signed by the employer. In addition to the employer's name, address and telephone number, a contact person at your company must be specified. In addition, the company's corporate identity number and what tasks the EU/EEA citizen will be performing must be included. It must also indicate how many hours per week he or she will be working.

Exemptions: The following do not need to register:
  • EU/EEA citizens working in Sweden but resident in another EU country
  • Nordic citizens (citizens of Denmark, Finland, Iceland or Norway).

Providers of service


If you want to employ a consultant or other provider of services from another EU country, this person must also register with the Swedish Migration Board if the work in Sweden is to last for more than three months.

The person needs a certificate, contract or something similar for the registration that indicates the type of service it involves and how long it will last. The document is to be written and signed by the person receiving the service.

A registration applies until further notice, as long as the EU citizen is resident in Sweden and satisfies the requirements for registration.

Swiss citizens


If you employ a person who is a Swiss citizen who plans to stay longer than three months in Sweden, the person must apply for a residence permit at the Swedish Migration Board. The person needs proof of employment from your company to apply.
 
The proof of employment must detail both the period of employment and the work involved. The proof must be written and signed by the employer.
 
In addition to the employer's name, address and telephone number, a contact person at your company must be specified. Furthermore, the company's corporate identity number and what tasks the Swiss citizen will be performing must be included. It must also indicate how many hours per week he or she will be working.

Long-term resident in another EU country


People who have a residence permit in an EU country, but are not EU citizens, can apply to obtain the status of long-term resident in that country. They thereby enjoy certain rights that are similar to those of EU citizens.

If you employ a person with the status of long-term resident in another EU country, the person must apply for a residence permit at the Swedish Migration Board no later than three months after entering Sweden. For the application, the person needs proof of employment from your company.

The EU countries are: Belgium, Bulgaria, Cyprus, Denmark, Estonia, Finland, France, Greece, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, United Kingdom, Sweden, Czech Republic, Germany, Hungary and Austria.

Through the EEA Agreement, citizens of Iceland, Liechtenstein and Norway are also covered by the principle of free movement within the EU. Switzerland is also covered by the principal of free movement through an agreement with the EU.
