Stateless children under the age of five born in Sweden

A stateless child under the age of five can become a Swedish citizen through notification.
The requirements are that the child:
  • was born in Sweden.
  • has been stateless since birth. (It is not sufficient that the child's citizenship is unknown. The fact that the child is stateless must not have been influenced in any way by its parents).
  • has a permanent residence permit and is resident in Sweden.
  • has not reached the age of five.

NB! All these conditions must be fulfilled. Notification is to be submitted by the person who has custody of the child.

You can submit a notificaion for Swedish citizenship onlineopens in new window or you can use the form Notification of Swedish citizenship for children under the age of five, born in Sweden and stateless since birth (Anmälan om svenskt medborgarskap för barn under 5 år, fött i Sverige och statslöst sedan födelsen), no. 308011. You send it to:

Migrationsverket

  • the child's travel document or alien's passport in the original
  • a residence permit card (if the child has one)
  • civic registration certificate for Swedish citizenship for the child The civic registration certificate can be ordered from the Swedish Tax Agency. You must order the civic registration certificate entitled Application for Swedish citizenship (Ansökan om svenskt medborgarskap)
  • custody decision if someone other than the child's mother or father has custody.

If you enclose original documents, you should send your notification as registered post. All copies which you send are to be certified.

Most people must pay an application fee. For further information, read the information about fees under the following link Avgifter (only available in Swedish).

After decision

The Migration Board will send the decision to you. If the child has become a Swedish citizen, we will also send a copy of the certificate to the population registry at the Swedish Tax Agency. You turn to the police if you wish to apply for a Swedish passport for the child.
