Swedish citi­zenship for state­less children born in Sweden

A stateless child under the age of 18 and born in Sweden can become a Swedish citizen through notification.

The child can become a Swedish citizen through notification if the child

  • was born in Sweden
  • has been stateless since birth. It is not sufficient that the child's citizenship is unknown. The fact that the child is stateless must not have been influenced in any way by its parents
  • has a permanent residence permit and is resident in Sweden
  • has not reached the age of 18.

All requirements must be fulfilled when the notification is submitted.

The notification must be submitted by the child's legal guardian.

Consent required

If the child has more than one legal guardian the other legal guardian must also sign the notification.

If the person the notification concerns has children

If the person the notification concerns has children who are living in Sweden, they can become Swedish citizens by means of the same notification if

  • the person has sole custody, or
  • the other custody holder is a Swedish citizen, or
  • the other custody holder will become a Swedish citizen at the same time.

Submit­ting a noti­fi­ca­tion

You can submit a notification for Swedish citizenship online.

Please note that when you submit an online application for citizenship for children, you must log in with your username and password (not with BankID).

Since we need your signature you need to print out the notification, write your signature and send it to the Migration Agency.

You will need to submit

  • custody decision if the custodian is someone other than the child’s mother or father.

All copies which you send are to be certified.

In most cases you must pay a fee.

Application fees for citizenship

Not everyone who applies has to pay a fee

This includes people who are

  • stateless and who have been granted refugee status
  • stateless and who have been granted travel documents from the Swedish Migration Agency.

After the deci­sion has been made

The Swedish Migration Agency will send the decision to you. If the child has become a Swedish citizen, we will also send a copy of the certificate to the population registry at the Swedish Tax Agency. You turn to the police if you wish to apply for a Swedish passport for the child.

The Swedish Migration Agency will send the decision to your address listed in the population registry. If the child has become a Swedish citizen, we will also inform the Swedish Tax Agency of the decision. We will also put a block on the child's residence permit card, which means that the card will be invalid and can no longer be used for travel. You should not send in the child's residence permit card to the Swedish Migration Agency. You can destroy the card yourself by cutting it up.

Swedish passports

If the child have become a Swedish citizen you can apply for a Swedish passport. An application for a Swedish passport is done through the Police.

If the child are abroad and wish to apply for a Swedish passport you can do so at a Swedish embassy or consulate-general.

If you do not submit a noti­fi­ca­tion online

If you are not able to submit a notification online, you must fill out the form Anmälan om svenskt medborgarskap för statslöst barn som är fött i och bor i Sverige, number 319011 (only in Swedish). The form specifies which documents to enclose.
