As an EU/EEA citizen, once you have lived in Sweden with right of residence for at least five years, you gain right of permanent residence. Here you can apply for a certificate showing that you have permanent right of residence.

Apply for a certi­fi­cate of perma­nent right of resi­dence

As an EU/EEA citizen, you have right of residence if you work, study, run your own business or have sufficient funds to support yourself. After five years, you gain permanent right of residence.

If you wish to have a document showing that you have right of permanent residence (for example, when contacting other national authorities) you can apply for a certificate of permanent right of residence.

Requi­re­ments for using the e-service

To use the e-service, you must

  • have a valid email address
  • copies of the pages of your passport or national ID card that show your personal data, photo, signature, passport number, country of issue, period of validity, and whether you have permission to live in countries other than your country of origin.

You may also need to submit

  • PAYE tax return from the Swedish Tax Agency for the last five years, if you or your close relative have worked in Sweden
  • employer’s certificates from all employers for the last five years, if you or your close relative have worked in Sweden
  • tax accounting the company from the Swedish Tax Agency or the last five years, if you or your close relative have been self-employed in Sweden
  • transcripts for the periods during which you have studied (if you have right of residence as a student or are a family member of someone who has right of residence as a student)
  • documents showing how you have supported yourself, if you or your close relative are retired or have sufficient funds, such as pension payments, bank statements or tax details for salary from abroad.

You can meet the requirements for right of residence rights in various ways over the course of five years — for example, if you have studied and worked during different periods. If you work and become involuntarily unemployed, under certain conditions you can still retain your right of residence as a worker during the period in which you are looking for work. This also applies if you are on parental leave during your employment.

You may also have right of permanent residence as a family member of another EU/EEA citizen. If your close relative has had right of residence for at least five years, and you have lived together in Sweden during that time, then you also have right of residence.

If you cannot apply online, fill in the form Certificate of Permanent Right of Residence, 175011, and send or submit it to one of the Swedish Migration Agency’s permit units.

It does not cost anything to apply for a certificate of permanent right of residence.

You should submit documents showing how you have fulfilled the requirements for right of residence over the last five years. If you have had right of residence as a family member of an EU/EEA citizen, please send documents showing how your close relative has fulfilled the requirements for right of residence.

Together with your application, you should send

  • copies of the pages of your passport or national ID card that show your personal data, photo, signature, passport number, country of issue, period of validity, and whether you have permission to live in countries other than your country of origin
  • PAYE tax return from the Swedish Tax Agency for the last five years, if you or your close relative have worked in Sweden
  • employer’s certificates from all employers for the last five years, if you or your close relative have worked in Sweden
  • tax accounting the company from the Swedish Tax Agency or the last five years, if you or your close relative have been self-employed in Sweden
  • transcripts for the periods during which you have studied (if you have right of residence as a student or are a family member of someone who has right of residence as a student)

Georg is a German citizen and came to Sweden five years ago. He studied at the university for the first year. Then he started working. After two years, he was laid off due to a lack of work. Georg searched for a new job for six months before joining the company for which he still works.

Although he did not work for a few months, Georg has permanent right of residence. Because he became involuntarily unemployed after working for more than one year, he retained his right of residence during the period when he was not working, since he was a jobseeker and registered with the Swedish Public Employment Service.
