Emergency alien's passport
You can be granted an emergency alien's passport if you cannot obtain a normal alien's passport or do not have time to wait for one. An emergency alien's passport is valid for a short period or a single journey only.
You can be granted an emergency alien's passport for a number of reasons, including:
- If you are unable to apply for a passport from your home country or other accepted travel document in Sweden and need to travel to another country to apply for a passport. You must in that case have an itinerary for when, where and how you will obtain a passport for your home country outside Sweden. You can normally only obtain an alien's passport once for this reason.
- If you do not have a passport from your home country and need to travel abroad urgently for a very important reason. You need to motivate for the Swedish Migration Agency why you need an alien’s passport at this particular time and why you cannot obtain a national passport or emergency travel document from your country of origin’s authorities (for example, the embassy or consulate). Bring documents that support your reasons when you apply for an emergency alien’s passport.
- If you are unable to obtain an alien's passport or travel document on the grounds that you have misused your previous passport or are convicted of a serious crime, but still need a passport to make a very important journey. As in the previous item you need to motivate for the Swedish Migration Agency why the trip is important.
- If you have a residence permit in Sweden and are currently abroad (but not in your home country) and have lost your alien’s passport or travel document and need a passport in order to return to Sweden. Report your lost passport to the police and bring a copy of the police report when you visit the Swedish embassy or consulate-general to apply for an emergency alien’s passport.
Apply for an emergency alien’s passport
To apply for an emergency alien’s passport you need to fill out form number 193011, Application for an emergency alien’s passport, and hand it in at one of the Swedish Migration Agency’s permit units. Before you visit the Swedish Migration Agency to hand in your application you need to book an appointment. You need to book an appointment for every person who wishes to apply for an alien’s passport, and each person must hand in their own application form.
If you are abroad and need an emergency alien’s passport in order to travel back to Sweden, you should contact the nearest Swedish embassy or consulate-general and ask for instructions.
Children under 18
Children under 18 may not fill out their own application for an emergency alien’s passport. The child’s legal guardian or custodian must personally apply for an emergency alien’s passport for the child.
If there are two guardians, both must approve the application by handing in form number 247011, Consent for the Swedish Migration Agency to issue an alien's passport for a child under the age of 18, along with the child’s application form.
There is normally an application fee for an emergency alien’s passport. You can pay the fee with a credit/debit card when you hand in your application, or ask for a payment slip and pay later. The Migration Agency will not process your application until you have paid the fee.
Make sure that all the documents are included when you hand in your application. The decision can take longer if the case officer needs to contact you for more information.
When the Migration Agency has processed your application, we will send the decision home to you in the post.
Travelling with an emergency alien’s passport
Not all countries accept an emergency alien’s passport. You need to contact the embassy for the countries that you intend to visit or travel through and find out whether an emergency alien’s passport is accepted there.
If you have been granted a residence permit for protection reasons your emergency alien’s passport will state that you are unable to travel to your home country or the country that you have fled from.
If have not been able to prove your identity, your emergency alien’s passport will state that your identity is unproven, which could make it difficult to travel to certain countries.
Find out if you need a visa for the country that you intend to travel to or through.
In most cases an emergency alien’s passport is valid for a maximum of seven months. The passport can also be limited to a single journey to and from Sweden or a return journey. After your journey you must return the emergency alien’s passport to the Swedish Migration Agency.
If you lose your passport
If you lose your emergency alien’s passport or if it is stolen, you should first report this to the police. If you need a new emergency alien’s passport, you must submit a new application. When you apply for a new emergency alien’s passport, please bring a copy of the police report that you have received at the post office or the police station.
If your application is rejected
It is not possible to appeal the decision if you are not granted an emergency alien’s passport.
