From the 12 July, people who have a permit in Sweden on the grounds of protection cannot be granted a permanent residence permit (PUT).
You have long-term resident status in Sweden and want to renew your EC/EU residence permit card.
When your current EC/EU residence permit card expires, you must make an appointment to renew your card. During the visit, you will be photographed and fingerprinted for a new card. Bring a valid identification document and your card with you to the appointment.

Exemptions from the requirement for a permanent residence permit to obtain Swedish citizenship
From 12 July, as a general rule, permanent residence permits will no longer be granted. Consequently, some people with temporary residence permits may apply for Swedish citizenship without having a permanent residence permit.

Long-term residents are granted a five-year residence permit
Following legislative changes on 12 July, those who are granted long-term resident status in Sweden will no longer be issued with a permanent residence permit. Instead, you will be issued with a five-year residence permit.
