No permanent residence permits for former asylum seekers or their family members

Following changes to the law, it is no longer possible for people who have a permit on the grounds of protection to be granted a permanent residence permit (PUT).

If you have applied for asylum and received a temporary residence permit, or if you are a family member of someone who holds such a permit, and have applied for a permanent residence permit, the Swedish Migration Agency will only assess whether you meet the requirements for an extended residence permit. It is no longer possible for the Swedish Migration Agency to grant a permanent residence permit, regardless of when you applied.

You are affected by the changes if you

  • are a refugee, or a person in need of subsidiary protection
  • have long-term resident status in Sweden
  • have been granted a residence permit on the grounds of exceptionally distressing circumstances
  • have been granted a residence permit on the grounds of certain persistent impediments to enforcement of expulsion
  • have been granted a residence permit as a family member of a person who has a residence permit for one of the reasons mentioned above.

If you have already been granted a permanent residence permit, you are not affected by this change.

You will be able to apply for Swedish citizenship even if you do not have a permanent residence permit

At present, a permanent residence permit is required in order to become a Swedish citizen. However, the Swedish Parliament has decided that, starting on 12 July, the requirement for a permanent residence permit shall not apply to a person mentioned in the list above, and who has well-founded prospects of being granted a long-term residence permit.

The requirement for well-founded prospects of being granted a long-term residence permit shall not apply if you have been resident in Sweden for ten years.
